The central idea behind the Early Warning Early Response (EWER) Systems Initiative, which is developed within the European Commission-funded electoral assistance projects implemented by UNDP, as well as in some broader governance projects, is to support nationally-led multi-stakeholder dialogue and coordination to diminish the possibility of electoral violence. A key objective of the EWER is to foster communication between state institutions and civil society actors to raise mutual trust and facilitate shared monitoring and analyses of societal and political tensions. It further builds on digital innovation through the introduction of an IT platform that enhances data collection, sharing and analysis to inform prevention and response. The project is currently implemented in Ivory Coast, Burkina Faso and Zambia with expansion planned for Ethiopia and Central African Republic.
