The Paris Peace Forum and Access Now have published a summary report on the digital ceasefire session held at the Forum's 8th edition in October 2025. While internet shutdowns, cyberattacks and other digital dimensions of conflict now inflict serious harm on civilians, no ceasefire or peace agreement to date addresses them. The report sets out the working definition proposed at the session and the structural obstacles to making it operational, from unclear attribution to the absence of any legal delineation of what a ceasefire even covers.
