The Government of Japan aims to lead the development and promotion of international behavioral norms on rendez-vous and proximity operations (RPO) in space. Concentrating Japan’s most prominent experts in space engineering, policy and law, the University of Tokyo conducted a preliminary study funded by the Ministry of Education and Science (MEXT) and supported by the Space Debris Interministerial Task Force. Building on the domestic momentum, the University’s Science, Technology and Innovation Governance (STIG) program aims to build a global community of academic, industrial, and institutional actors for the development of de facto RPO norms of behavior.
