Palestinian and Israeli civil society groups are gathering in Paris to mark the first anniversary of the Paris Call for a Two-State Solution

Paris, June 11, 2026 - One year on from the Paris Call for a Two-State Solution, Palestinian and Israeli civil society representatives are gathering in support of peace this Friday, June 12th, at the Institut du Monde Arabe in Paris, at the invitation of the French Minister for Foreign Affairs, Jean-Noël Barrot, who will be hosting several of his counterparts on this occasion. This conference marks the anniversary of the historic event organized by the Paris Peace Forum a year ago, on June 13th 2025, during which more than 300 Israelis and Palestinians presented a joint Call for a Two-State Solution.

This Friday, June 12th, marks the first anniversary of the conference organized at the CESE by the Paris Peace Forum on 13 June 2025, in collaboration with civil society organizations — the Alliance for Middle East Peace (ALLMEP), the Alliance for Two States, Forum 1325, Les Guerrières de la Paix, the International Peace Forum and the Two-State Solution Coalition. It brought together 300 Israeli and Palestinian representatives as well as 200 personalities from the region. This momentum also extended to the Élysée Palace, where representatives of Israeli and Palestinian civil society were received by President Macron in the wake of the conference.

The main outcome of this conference, the Paris Call for a Two-State Solution, was drafted jointly by Israeli, Palestinian and international peace activists, and then officially presented to Minister Jean-Noël Barrot during the closing session. It called for the immediate recognition of the State of Palestine, a permanent ceasefire, the release of all hostages and full humanitarian access to Gaza. This momentum directly contributed to the diplomatic efforts of Saudi Arabia and France, and to France’s recognition of Palestine as a State, which was officially recorded at the UN on September 22nd 2025.

As the prospect of a two-state solution recedes dangerously, this Friday’s conference will give rise to a new ‘Paris Call’, spearheaded by Palestinian and Israeli civil society. This 2026 Call will draw on the policy recommendations formulated by five working groups bringing together Israeli and Palestinian actors working for peace.

Five working groups convened

The morning will be devoted to meetings of five working groups, which will draw up concrete recommendations to be addressed to G7 leaders and the international community.

The working group on “Security for Israelis and Palestinians” will be chaired by Justin Vaïsse, founder and Executive Director of the Paris Peace Forum. The other four groups are: “Humanitarian action and reconstruction in Gaza”, “Implementing the Two-State Solution and addressing threats of annexation”, “Narratives for Peace, democracy and reform”, and “Regional integration”.

The afternoon will feature a high-level sequence centered on the presentation of the 2026 Paris Call for a Two-State Solution. It will include speeches by Jean-Noël Barrot, Minister for Europe and Foreign Affairs, and Anne-Claire Legendre, Director of the Institut du Monde Arabe, as well as a tribute to Ofer Bronchtein, who passed away on May 18th. Testimonies from Israeli and Palestinian peacemakers will precede several panels devoted to the conclusions of the working groups, before the reading and official presentation of the new Paris Call to Jean-Noël Barrot.

Civil society at the heart of policy recommendations

Placing Palestinian and Israeli civil society at the heart of the debate is central to the mission and values of the Paris Peace Forum. This is an essential prerequisite for reinventing diplomacy in a changing world: no lasting peace, nor long-term prosperity, can be built without those who, on the ground, maintain dialogue, propose concrete solutions and work to make coexistence possible.

The new Paris Call will convey this conviction to international decision-makers. The Paris Peace Forum, which has initiated and facilitated this process since 2025, will continue to support this effort, notably by dedicating several sessions of its next annual Forum, on November 10th and 11th, to the two-state solution and to Gaza.
