Bridging the Evidence Gap on AI Misuse in Cyberspace

Introducing INTAiC’s inaugural White Paper 

Artificial intelligence is transforming cyberspace at unprecedented speed. While AI is becoming a powerful tool for defenders, it is also enabling cybercriminals and state-affiliated actors to conduct faster, more sophisticated, and increasingly scalable attacks. Yet one critical challenge remains: we lack a shared, evidence-based understanding of how AI is actually being misused in the real world. 

To address this issue, we are proud to present the first White Paper of our new policy initiative, INTAiC (Integrated Network for Trusted AI in Cyberspace) — a global initiative where all stakeholders pool their knowledge and expertise. 
 
Titled “Bridging the Evidence Gap on AI Misuse in Cyberspace”, this report was developed with contributions from experts across the AI and cybersecurity ecosystem, including Microsoft, INTERPOL, Google Threat Intelligence Group, Orange Cyberdefense, Wavestone, Cloud Security Alliance, Protect.ngo, WithSecure, the Cyber Threat Alliance, the Frontier Model Forum, the GPAI Policy Lab, CeSIA, the Luxembourg House of Cybersecurity, the Oxford Martin AI Governance Initiative, as well as independent experts and representatives from the French Ministry for Europe and Foreign Affairs.  

The White Paper highlights why action is needed: 

  • The key governance challenge is no longer understanding what frontier AI models can do, but documenting how they are actually being misused in cyberspace. 
  • No single organization has a complete picture of AI-enabled cyber threats. Building trusted, cross-sector collaboration is essential to produce actionable evidence. 

At the Paris Peace Forum on November 10–11, 2026, INTAiC will unveil its first AI-Cyber Threat Index, alongside a series of policy briefings to support evidence-based international action.
