The PNMC (National Plan of Music for the Coexistence) is a project developed from 2003 with the formulation of a cultural policy. In 2014, it was consolidated as a law that marked the route for strengthening musical formation and collective practices. This plan presents a vital tool for municipalities PEDET, which is the denomination given by goverment to the 170 municipalities hit by armed conflict, with higher poverty rates, presence of illicit economies and institutional weakness. Until now there are 142 municipalities PEDET served by the Plan. The agreements cover the Formation of Forming Teachers, endowment of instruments, production, publication and circulation. Implementing formative processes concerning music, these processes turn into engines to generate a musicalization of the population and also to reach the construction of a musical field.
