The Paris Peace Forum is a multi-stakeholder platform launched in 2018 that aims to respond to global challenges through, in particular, a large-scale annual event. Throughout the year, the Forum works to strengthen the governance of global commons such as climate, space or oceans, and to improve international management of global challenges, particularly those of digital and disruptive technologies. Its annual event, in November, brings together heads of state, government and international organizations, as well as leaders of civil society and the private sector, to discuss political initiatives and concrete projects, with an emphasis on the participation of the global South.

The team of the permanent secretariat of the association, composed of varied and diverse profiles (diplomacy, public relations, communication, programming, operations, etc.), is currently looking for a “Policy Officer – Emerging Technologies Governance” to reinforce its teams.

Under the supervision of his superiors, the person recruited will be responsible for the following tasks:

PRIMARY RESPONSIBILITIES 

  • Support for the development of the Forum’s activities on Emerging Tech Governance
  • Contributing to the organization of the AI Action Summit, organized in Paris on February 10-11, 2025;
  • Contributing to strategic planning and outreach work for a possible Forum initiative on AI governance;
  • Engaging with the Paris Call for Trust and Security in Cyberspace community, managing its thematic working groups, organizing events and roundtables, and handle day-to-day activities related to the initiative. As part of this role, the policy officer will focus on two thematic priorities:
    • countering the proliferation and irresponsible use of cyber intrusion capabilities, including commercial spyware – in connection with existing international initiatives in this field (e.g., Pall Mall Process…);
    • protecting transnational critical infrastructures / the Public Core of the Internet, including undersea cables and telecom satellite constellations;
  • Monitoring of political, policy and regulatory developments on AI and cyber in major geopolitical hubs and internationally (press reviews, consultations, tracking international negotiations, identifying key stakeholders, etc.);
  • Producing talking points, background notes, issue briefs and any other relevant substantive content for the Forum’s work in this area.
  • Key internal point of contact for portfolio-related topics
  • Supporting fundraising teams with portfolio-related issues (preparing background materials and grant proposals, preparing talking points, participating in partner meetings, and pitching initiatives);
  • Contributing to the promotion of Forum-led initiatives and communication strategy on portfolio-related activities;
  • Ensuring thematic consistency in project selection on portfolio topics and integrating them effectively into the Forum’s activities and events;
  • Collaborating with the operational department and the programme teams for organizing portfolio-related sessions during the Forum’s annual event;
  • Any other task assigned in connection with the portfolio and the proper functioning of the Forum.

PROFILE

Education: Master’s degree in political science, international relations, international law, or a graduate of IEP (Institute of Political Studies / SciencesPo).

Fluency in English (written and spoken, C2 level) and an excellent command of French (written and spoken, C1 level) required – proficiency in other UN official languages desirable.

At least two years of experience in political work, advocacy, negotiation, and/or multilateral affairs, preferably within a Ministry of Foreign Affairs, an international organization, an international NGO or in tech company’s public affairs team.

SKILLS & QUALITIES REQUIRED

Experience in project management in an international setting involving a broad and diverse range of stakeholders (public authorities, businesses, civil society, academia).

Sound knowledge of portfolio-related topics required.

Rigor, autonomy and initiative.

Strong writing skills

Ability to adapt and work to tight deadlines.

CONDITIONS

Full-time, fixed term contract for a period of 6 months with a starting date in early December 2024.

Remuneration based on internal salary scale and experience.

50% reimbursement of :

The offices of the permanent secretariat of the Paris Peace Forum are located in Paris (15th arrondissement). It will be possible to telecommute for a maximum of 2 days per week, subject to approval by management.
