To harm or not to harm: defining “harmful content”

This session is co-organized with Youtube. Most of online content requiring regulative intervention doesn’t directly constitute a criminal offence. Harmful, unlawful or misinformative content can have strong negative effects and impair the cyber public sphere while remaining outside the scope of judicial answers. Before thinking of any form of mechanisms to tackle it, finding common criteria to qualify such content with precision is a key issue for which multistakeholder agreement must be sought.
