Governing Online Content

The increase and diversity of online content questions our traditional forms of regulation: as they can have harmful consequences on many people in a very short amount of time, they call for prompt intervention that institutional jurisdictions can’t always provide. While efforts to prevent “harmful content” have been made by several Governments around the Globe, the limit is often blurry between a sound exercise of public order online and an abusive infringement on critical but legitimate uses of freedom of expression. This roundtable will bring together policymakers, representatives from the private sector and the civil society  to present and discuss the outputs of a prospective Working Group dedicated to advancing content governance by unpacking and questioning this idea of “legal but harmful” content.
