The Paris Agreement adopted a Global Goal on Adaptation (GGA) but left its content and substance undefined. The Glasgow-Sharm el-Sheik Work Programme was set up to elaborate the GGA under an overarching “framework,” scheduled to be finalized at COP28. Two differing perspectives have arisen, which have the potential to slow down the progress of the GGA framework. Developing countries aim to enrich the GGA by incorporating concrete targets, often with measurable aspects, into the framework. In contrast, developed countries prioritize the structure and process, and seek to reduce the emphasis on specific targets within the framework. This session on the GGA by the Climate Overshoot Commission focuses on ways in which the Commission recommendations on adaptation might help bridge the divide over the framework. Recommendations on 1) a vulnerability index, 2) metrics, and 3) early warning systems are to play particularly constructive roles in resolving disputes between developed and developing countries.
